A regular meeting of the Quail Valley Lot Owners Association, Inc. Board of Directors was held at Premier Association Management Clermont Office, 375 E. Hwy. 27, Clermont, FL, on April 22, 2021, at 7:15 p.m.

Board Members present were Ray Nivarel (President), Laura Smith (Vice President), Robert Tindell (Secretary/Treasurer) and Ron Caron (Director).

Meeting was also broadcasted over GoTo Meeting for home viewing.

Quorum was established. 4 out of 4 present. Marie Clark represented Management.

Meeting was noticed on Facebook and Info Board.

Meeting called to order: 7:15 p.m. by Ray Nivarel.

Previous Meeting Minutes:
  • Laura motioned to accept minutes with edit; Ron seconded to approve minutes for January 28, 2021 and February 25, 2021 meeting. All in favor. Motion passed.
Financial Report
Management reviewed income and expense report along with balance sheet. AR report and updated collections sheet as well attorney collection report was reviewed. Board asked that accounting answer some questions regarding the financials:
  • They say that the amount owed from Kensington Park showed up on the balance sheet between June and July 2020. They would like to know why it is taking so long to get this money back and how about the interest they have lost by not having this money earning interest in their account. It was difficult for me to explain what really happened since I am not in accounting, perhaps you can provide answers that are more precise.

  • On their balance sheet from 3/31/2021 under liability they have an account 2030 that was owed for a property the assolciation had but that is no longer in existence. Whny is this a negative amount? Can't this be written off and taken off the books now?

  • Attached are some accounts that are underlined. They would like to know why collections is so inconsistent? Wny some of these receive delinquent reminders and others have intent to lien when they owe the same amount for the same amount of time?
Manager's Report
  • Robert Tindell is working with vendor on website — Tom Vaughn.

  • Tim from Traveling Trees has the retention pond repairs programmed.
Violations to Send to the Attorney:
  • Violations to attorney will be tabled this month.
Unfinished Business
  • Traveling Trees propsal for Retention Ppond erosion — scheduled to begin soon.

  • Board wants Traveling Trees to handle weeds in center isle as you enter.
New Business
  • Insurance was renewed with new agent at Ed Jones Insurance Agency.

  • New Yard of the Month sign looks great.

  • Yard of the Month — 747 Tranquility — Robert motions to accept this as the yard of the month. Ron 2nd, and all in favor. Motion Passes.

  • Deposit for Creative Signs is needed and approval for Palmer Electric work at entrance: Laura motions to accept Creative Sign estimate and provide 50% deposit for design work to begin and for Palmer Electric to make the electrical changes needed with a total project cost of $11,024.35. Ron 2nd, all in favor. Motion Passes..

  • Board wants Traveling Trees to handle weeds in center isle as you enter.

  • Board wants to hire off duty police one time in the month of May any weekday from 3-7 p.m. Laura motions to hire the service, Robert 2nd, all in favor. Motion Passes..

  • Flag rule — Board wants to consult with attorney about a flag rule. There are flags with profanity on them now. Laura motions to get legal opinion, Robert 2nd, all in favor. Motion Passes.

  • Board still requests estimates for Dock rebuild at park/Lake.

  • Board also requests estimates for a master reset of cameras at park and monitoring by a company.

  • Board wants lights repaired at entrance along with trees cut away from the lights — call Power Company.

  • Call code enforcement about the lot across on south side of entrance not being mowed and containing trash.
Member Forum (Open Floor — 3 Minutes Per Speaker
  • Owner inqured about cameras to capture speeders.



Adjournment: 9:02 p.m.

With nothing further to discuss, Laura motioned to adjourn, Robert 2nd and all in favor.
