A regular meeting of the Quail Valley Lot Owners Association, Inc. Board of Directors was held at Minneola City Hall, 800 North US Hwy 27, Minneola, Florida 34715, on Novemver 19, 2020, at 7:15 p.m.

Board Members present were Ray Nivarel (President), Laura Smith (Vice President), Robert Tindell (Secretary/Treasurer) and Ron Caron (Director). Quorum was established. 4 out of 4 present. Marie Clark represented Management.

Meeting was noticed on Facebook and Info Board.

Meeting called to order: at 7:15 p.m. by Ray Nivarel.

Previous Meeting Minutes:
  • Laura Smith motioned to accept minutes, Ron Caron seconded to approve minutes for October 22, 2020. Motion passed.
Financial Report
  • Approve the 2021 Proposed Budget: Laura Smith motioned to approve the 2021 budget. Robert Tindell seconded. Motion passed..
Manager's Report
  • Following properties were recommended to go to Attorney: 651 Gentle Breeze and 619 Gentle Breeze. Laura Smith motioned to send properties to attorney, Ron Caron seconded. Motion passed.
Unfinished Business
  • Attorney called into the meeting to discuss issues with Tom McGee and entrance on Southside. Attorney advised we need a 20 year history of maintenance of the area in order to claim eminent domain. Marie has spoken to the City of Minneola for information. Attorney wanted to know if Board would be interested in purchasing easement. Laura Smith motioned to allow attorney to negotiate purchase of easement. Robert Tindell seconded and all in favor. Motion passed.

  • Survey of Front Entrance — Difficult to see if area is easement or part of Tom McGee property. We have no legal documents for the southern side of the entrance.
New Business
  • Palm Tree Trimming at Entrance Bid — A bid was received for the palm trimming at the entrance — Board decided to only approve trimming of palms on north side because of issues on south side due to Tom McGee.

  • Fill Dirt and Sod at Pavilion to bury electrical line — Board receive bid to fill in dirt and sod at pavilion to cover the erosion on the electrical lines. Laura Smith motioned to accept bid. Ron Caron seconded and all in favor. Motion Passed.

  • Trimming of Large Tree at entrance to avoid further damage to Acorn lights — Manager was advised that the large oaks at the entrance belong to Walgreens and they need to be contacted about completing a trim of the trees invading the sidewalk and interfering with acorn light posts.

  • Pressure Washing and Raising dues (Member idea) — Dues are to cover common area maintenance and not private owner areas. This cannot be done. We are private homes, not condos or townhomes.

  • Yard of the Month — Robert Tindell motioned to award yard of the month to 545 Gentle Greeze. Laura Smith seconded and all were in favor. Motion passed.

  • Dock Quotes — Reach out to other companies for quotes.

With nothing further to discuss, Laura Smith motioned to adjourn, Ron Caron seconded and all in favor.
