A regular meeting of the Quail Valley Lot Owners Association, Inc. Board of Directors was held at the Minneola City Hall on June 27, 2019, at 7:15 p.m.

Board Members present were Ray Nivarel (President), Laura Smith-Jones (Vice President) and Daphne Tunmore (Director). Stephanie Nicholson and Ikema Campbell represented HomeRiver Group.

President Ray Nivarel called a Board of Directors meeting to order at 7:20 p.m.

Proof of Notice was established and 3/4 quorum.

Previous Meeting Minutes
  • Mrs. Smith made a motion to approve the Minutes from the May 23, 2019 meeting as presented; seconded by Ms. Tunmore. Motion carried unanimously.
Financial Report
  • Ms. Nicholson presented the May 2019 Financials and advised income not posted and positive variance. ​Mr. Nivarel made a motion to approve May 2019 financials as presented; seconded by Mrs. Smith. ​Motion carried unanimously.
Manager's Report
  • Violations report presented to the board by Ms. Nicholson. The June compliance inspection completed on June 27, 2019.
ARB Report
  • ACC report presented to the board by Ms. Nicholson.
Unfinished Business
  • Radar Sign — Board advised that Radar Sign returned due to unable to connect.

  • Landscaping Improvements — Front Entrance completed. Board advised oak and magnolia trees at entrance need to be trimmed, landscaping in front of Walgreens needs to be mowed and sprinkler head stuck up. Board request to have updated picture of entrance added to CINC.

  • Sidewalks, curbs, playground and gazebo — Pressure washing proposal from FM Solutions for $5,295 discussed. Board request additional proposal.

  • Paint Color Schemes and Mailbox requirements — Mrs. Smith motioned to approve below color schemes, remove -- and for all mailboxes to be black with house number on mailbox or house.

    • Scheme 30 — Body: SW 6255 Morning Fog — Trim SW6378 Crisp Linen

    • Scheme 31 — Body: SW 7603 Poolhouse — Trim SW7631 City Loft

    • Scheme 32 — Body: SW6249 Storm Cloud — Trim SW7008 Alabaster

    • Scheme 33 — Body: SW7519 Mexican Sand — Trim SW7012 Creamy

    • Scheme 34 — Body: SW6102 Portabello — Trim SW6107 Nomadic Desert

    • Scheme 35 — Body: SW6192 Coastal Plain — Trim SW7008 Alabaster
New Business
  • Yard of the month — 733 La Costa Street

  • Security Report — Mr. Nivarel advised unable to access site.

  • Reimbursement approval — Mrs. Smith motion to approve reimbursement for $7.93 payable to Mr. Nivarel; seconded by Ms. Tunmore. Motion carried unanimously.

  • Petty Cash Fund — Ms.Tunmore motion to start $250 petty cash fund with Mr. Masem accessible; seconded by Mrs. Smith. Motion carried unanimously.

  • 2018 Financial Compilation — Mapili CPAs report present to board with $950 invoice for completion and copy of tax return.

  • Undated Management Agreement — Updated agreement presented to the board for review as requested.

  • Replacement Attorney — Ms. Nicholson presented Garfinel Whynot fee schedule and advised board of history with association law and comparison to previous attorney Al Cook. Board request to have additional attorney information emailed for other attorneys.
Member Forum
  • Board request playground value be updated on insurance policy for new equipment.

  • Board discussed cost or Ipad for violations and decided against at this time.

  • Homeowner discussed possibility of having landscaping updated at exit. Board advised not at this time due to impeding traffic from neighboring homes.

  • Exit expected to be open before school starts.

  • Homeowners discussed holiday lights. Mr. Nivarel advised will be contracted prior to holiday.

  • Homeowner discussed amount of vehicles seen parked in yards and speeding. Mr. Nivarel advised of violation process and advised to call non emergency number and email QuailValley@HomeRiver.com.

  • Mr. Nivarel advised that city looking into splitting cost to add shifts for patrols within the community due to previous police department being disbarred.

  • Homeowner advised of concern for annuals when the weather gets cold. Advised annuals changed 4x a year per landscaping agrement.

Adjournment

Ms. Tunmore mad a motion to adjourn the meeting at 8:23 p.m.; seconded by Mrs. Smith. Motion carried unanimously.

The next meeting is scheduled for Thursday, July 25, 2019, at 7:15 p.m.
