The meeting was called to order, at time 7:16 p.m.

A quorum of the Board members in attendance was as follows: Mike Ellis, Alfred Rodriguez, Mel Ash, and Ray Nivarel.

The management company was represented by Lynn Edwards of EPM Services.

The February 2017 minutes were approved with a motion from Mike and seconded by Mel. All in favor. The motion passed.

Management Report
  • Financials (as of March 20, 2017)
    • Popular Bank Operating Account: $142,272.19
    • Popular Bank Reserves: $153,013.47
    • Valley National Operating: $13,241.17
    • Valley National Reserves: $23,362.45
    • Iberia Bank Savings: $100,574.29
    • Accounts Receivable: $48,799.96

  • Rules & Regulations
    • The Board presented the membership with a list of Rules and Regulations that were passed during the February 2017 meeting. The rules regarding trash cans, recycle bins, garbage bags and other debris must be out of sight except on pick up day were discussed. The rules regarding toys, play structures, bikes, grills and sporting equipment must be stored out of sight when not in use were discussed. The rules regarding basketball goals were discussed. The floor was opened by Mike for discussion from the membership. Several owners voiced opposition to the basketball hoop violation. Mel tabled the discussion for further consideration.

  • Tenant and Rental Applications
    • The Board presented the membership with the tenant and rental requirements adopted during the February Meeting. The owner who wishes to rent his home must complete an application with the Management Company prior to leasing. EPM will use a third party vendor and a background check with be performed. $50 for the first applicant over the age of 18 years and then $35 for each subsequent applicant in the home. This will be paid directly to the Management Company. Owners will be notified of a “accept, deny, or more information needed” status. Existing rentals of 2 years or more will be grandfathered in.
Old Business

New Business
  • Management was asked to obtain prices on hand–shaped doggie bags

  • Management was asked to call the City to inquire of “Renter’s Licenses” and the ability to obtain a report each month of who applies.

  • Management was asked to draft and distribute a “Notice to Owners” regarding the new Rules and Regulations as well as the new rental policies.

  • Management was asked to check with the attorney regarding if ¾ vote or Board Quorum is required to amend the documents regarding rules, roofs, tenants etc.

  • Management was asked to check on 406 Valley Edge Drive and also 301 West Pearl Street regarding the incorrect address listed in management homeowner tracking reports.

  • Management was asked to contact accounting and send violation/late notices for all owners over $1000 delinquent or over 30 days late.

Motion to adjourn at 9:00 p.m. by Al.

The next meeting date will be held on Thursday, April 27 at 7:15 p.m.
