Quorum was met.

Meeting was called to order by David Yeager, at time 7:16 p.m..

Board members in attendance were as follows: Dave Yeager, Steve McPherson, Lynn Anoai, Mel Ash and Alfred Rodriguez.

The management company was represented by Lisa Donohue of EPM Services.

The August 2014 minutes were approved with a motion from Mel and seconded by Lynn. All agreed. Motion passed.

Treasurers Report by Lisa Donohue
  • As of August 31, 2014
    • CNL Operating Account: $58,731.14
    • First Southern Money Market: $130,883.26
    • CNL Reserve Account: $132,313.68
    • Accounts Receivable: $71,325.40
Committee Reports were given as follows:
  • The unapproved paint color issue at 418 Tradewind should be resolved by the owner by September 30, 2014. This owner painted the trim of the home a color that was not approved by the ARB.
Landscaping/Maintenance:
  • The Board requested management to get additional bids to sod and possibly hydroseed the retention ponds.

  • A motion was made by Lynn and seconded by Steve to have Marlin Pressure Cleaning clean the areas around the retention ponds.

  • A motion was made by Steve and seconded by Mel to have Brite Electric repair the electric meter at the entrance of Quail Valley. All agreed and the motion passed.

  • A motion was made by Mel and seconded by Lynn to have Jay Peterson put in $1000 worth of new lights in the bushes for Christmas. Total bill this year for Christmas decorations will be $1488. All agreed and the motion passed. Donna DeGenero will be the contact person for the location of the new lights.

  • A motion was made by Mel and seconded by Lynn to have 5- 6" around and 6 ft high steel posts (3 ft in the ground) put on both islands to deter drivers from driving on the islands. They will be put in with concrete, be white and have reflective caps on the top.

  • Replacement bushes at the islands to be installed by PLM for bushes that were damaged due to cars driving on them.

New Business:
  • A motion was made by Mel and seconded by Steve to have Ramon of Code Enforcement contact 439 Tradewind to remove the vehicles in the backyard.

  • Management was asked to put a notice in the annual meeting package letting the membership know to call the non-emergency sheriff’s office when they see someone speeding in the neighborhood.

  • A motion was made by Dave and seconded by Alfred to obtain the services of a Lake County land use attorney to advise the Board on how to go forward with the Walgreens irrigation issue that is still outstanding

  • Management was asked to send letters to Waste Pro (truck #423 and 424), Lake County School District (school buses) and the City Manager about the speeding problem in Quail Valley.

  • A motion was made by Mel and seconded by Lynn to ask the City Manager to look into putting more stop signs in the community. Dave will meet with the City Manager.

Next meeting will be held on Thursday, October 23rd, 2014 at 7:15 at the Minneola City Hall.
