Meeting was called to order by David Yeager, at time 7:35 p.m.

Board members in attendance were as follows: David Yeager, Kerry Postel and Natalie Yancey. Alfred Rodriguez and Mel Ash were absent.

Lisa Donohue from EPM was present.

Motion made by Natalie and second by Kerry to approve the July 2012 minutes.

Treasurers Report by Lisa Donohue
  • As of ly 31, 2012
    • Regions Operating Account: $69,350.11
    • Regions Money Market: $131,365.52
    • Accounts Receivable: $101,983.03

Committee Reports were given as follows:
    ARB Report:
    • Painting — Approved
    • Retaining Wall (2 ft.) — Approved
    Violations:
    • Grasshopper will be asked to cut several lawns that have not been taken care of and violation letters have been ignored.
    Landscaping:
    • PLM submitted a new proposal for improving the landscaping at the front entrance. A motion was made by Natalie and a second by Kerry to proceed.
Unfinished Business:
  • 129 Gentle Breeze Drive – is now sold! It is not clear yet if it is being rented or purchased by another family as the initial purchase was by a realtor. Lisa is assembling the total that is due to the HOA so that we can receive what is owed to us.

  • Lisa received proposals from electricians to install outlets in the front middle island. The proposals were incorrect as they included a new meter which we do not need. So, Lisa will ask for revised proposals.

  • Speed limit signs: this is the response that Lisa received from the City of Minneola. “Fred Miller said that per code QV has the allotted amount of speed limit signs. Some of them were added last year. A traffic study would have to be done before any more signs would be added and Fred Miller thought it unlikely that would happen. Fred suggested we call the non-emergency police and ask them to increase patrols in the areas where speeding is taking place”. The Board encouraged homeowners to call the non-emergency number when they see speeders.

  • Parking over sidewalks: this is the response from Lt. Greg Link “tickets are not written for cars parked over sidewalks unless a sign is posted in the area where the parking violation is taking place”. This is incorrect information. Tickets are written for parking over sidewalks as it is a City ordinance. Lisa will write a letter to Sheriff Gary Borders regarding this and ask that these tickets get written.
Under New Business the following topics were discussed:
  • EPM contract needs to be renewed. The contract is for three years. There is no increase for 2012/13 and a 3% increase for 2013/14 and 2014/15. This contract was signed.

  • Discussion was made regarding the liability insurance protection that the Board members have in the event someone should sue the HOA and the Board. Lisa will research this to see how we are protected.

Next meeting will be September 26th, 2012.
