Meeting of Board of Directors
Thursday, June 10, 2010
Held at Playground in Quail Valley, Minneola, FL
Minutes
Meeting was called to order by Sally Osteen, at time 7:05 p.m.

Notice was posted on the QVLOA web site and on the QVLOA sign in the neighborhood.

Board members in attendance were as follows: Kerry Postel, Mel Ash and Sally Osteen. John Flowers and Natalie Yancey were absent. Lisa Donohue from EPM was present.

Motion made by Melvin and second by Kerry to approve the May 6, 2010 minutes.

Treasurers Report by Lisa Donohue
  • As of May 31, 2010
    • Checking Account $21,668.23
    • Money Market: $165,460.34
    • Accounts Receivable: $80,436.85
  • 18 homes owe over $1,000. Lisa suggested a way to try and collect these funds on a more active basis as we have been advised not to foreclose on any homes at the moment. She suggested that we write to these homeowners and offer a payment plan so that we can try to start collecting some of these funds.
Committee Reports were given as follows:
    ARB Report:
    Two requests: both for a fence. Both pending while Lisa checks as to whether we can deny ARB requests if the dues are not paid up to date. Lisa will look into this and will get back to the Board with an answer.
    Landscaping
    • PLM — the Board met with Steve from PLM before the Board meeting in an informal meeting to go through various issues and to ask for some quotes for landscaping options. We requested quotes for new small palms and other plants to go in front of the QV sign. Also getting quote for new plants around electric meter in the playground and new mulch throughout.

    • Motion made by Kerry and a second by Sally to start using a new company called Grasshopper Lawncare Service to cut the lawns on the foreclosed homes that are not being taken care of for a cost of $25 per home.
    Yard of the Month
    Lisa handed over the new Yard of the Month sign to Jean Gibson. Jean and Barbara will choose a home each month. Jean, Barbara along with a board member, will visit the homeowner and present the sign along with a gift from either Lowes or Home Depot. Lisa will write a letter and send to Jean to take with her to Lowes and Home Depot to show that we are doing Yard of the Month in Quail Valley. They will provide the gift each month.
    Violations
    • Lisa did a dive thru before the meeting today. She will email the Board with a list if the violations and give us 4 hours to comment. If she has not heard from us within 48 hours she will go ahead and send out the violation letters.

    • Change in violation letter procedure:
      A motion was made by Kerry and a second by Melvin to send 2 letters from EPM when a violation happens, the 3rd letter will come from the attorney. There is a charge of $30 for the letter from the attorney – this will be approved by the Board before the letter is sent. If the violation is still not resolved then it moves into mediation to get the issue resolved. Lisa will send the letters to the Board so that we can read the wording.

    • A motion was made by Kerry and a second by Melvin that if a board member notifies Lisa of a violation, another Board member must visit the property before a letter will be sent. The same that is a homeowner notifies Lisa of a violation, 2 Board members must visit the property and approve a letter being sent.
Unfinished Business
  • New sign should be lit within a few days; the wiring had been incorrect. That is now rectified and should be working soon.

  • The lighting fixture at the main sign was broken and has been totally replaced and should now be working.

  • The "l" in "Valley" will be repaired when the handyman comes to Quail Valley next.

  • David Yeager advised Lisa as to how to go about writing to the City of Minneola to ask for the 50 acres behind Quail Valley to be deeded to the QVLOA. Lisa will also request quotes from the insurance if we made this area into a general recreational area. Will also ask PLM how much it would be to maintain this area.
Under New Business the following topics were discussed:
  • Quote received for $595 to replace 7 damaged landscape timbers. We asked Lisa to request two quotes for reground plastic playground barriers to replace all the timbers. This is a much safer option and is a long term solution.

  • A motion was made by Kerry and a second by Sally to renew our insurance policy with the Merrill Group for an annual premium $10,750.

  • Next meeting scheduled for July 22, 2010 at 7 p.m.
Motion made to adjourn by Kerry and second by Sally. Meeting was adjourned at 8:20 p.m.
