Minutes
Meeting was called to order by David Yeager, at time 7:05 p.m.

Proof of due notice was posted by Fred Wood, at entrance and exit of Quail Valley location giving residents 48 hours notice of forthcoming meeting. Notice was also posted on the QVLOA web site.

Board members in attendance were as follows: David Yeager, Natalie Yancey, Kerry Postel and Mel Ash. John Flowers was absent.

EPM Manager: Chelsea Rozell Bono.

MEETING WAS SUPPOSED TO BE AN ANNUAL MEETING BUT QUORUM WAS NOT REACHED — WE HAD 49 HOMEOWNERS — WE REQUIRED 51 HOMEOWNERS. ELECTION WAS NOT HELD FOR BOARD MEMBERS AND NO VOTE WAS TAKEN TO MAKE AMENDMENTS TO THE BYELAWS.

Motion made by Mel and second by Kerry to approve the September 21, 2009 minutes.

Treasurers Report by Chelsea Rozell Bono

    • Money Market: $127,943.97
    • Accounts Receivable: $59,199.70
  • Attorney asked if we wanted to send additional threat to foreclose to the 27 homes that have already received this letter. The cost would be $20 per letter. A motion was made by Mel and a second by Kerry not to send this letter. This has not been done in the past so we felt we needed to be consistent.
Committee Reports were given as follows:

    One request received which was approved for fencing.

    • Lawns not being mowed, but an improvement has been noticed.
Unfinished Business
  • Sun Trust to start construction in 2010.
  • New 4’x5’ sign has been ordered. This was approved by the Board via email since the last meeting. Sign to be installed in 30-40 days time.
  • David brought up the suggestion to the City of Minneola regarding rumble strips for the neighborhood. He advised that he will be bringing it up again to the City.
  • 2010 budget issued to the Board and homeowners at the September meeting. A motion was made by Mel and a second by Natalie to approve the budget for 2010 with amendments to be made to the landscaping budget, office and meeting expense categories.
  • EPM’s contract is up for renewal. Originally it was going to increase by 5% in the 2nd year and another 5% in the third year. We asked Chelsea to request that there be no increase in the 2nd year and then a 5% increase in the 3rd year. Chelsea came back with a proposal from Rak Sharma of a 2% increase in year 2 and year 3. A motion was made by Mel and a second by Kerry to accept this new proposal from EPM.
Under New Business the following topics were discussed:
  • PLM submitted an addendum to amend the current contract to include 3 additional retention ponds that were not being maintained. It is an extra cost of $300 per month. A motion was made by Mel and a second by Natalie to accept and sign addendum.
  • PLM also submitted a proposal to make improvements to the front entrance the park area. Plants at the front entrance that have died will be replaced and the park area will have the grasses at the park removed and sod laid, new hibiscuses around the control panel and additional mulch. The proposal was for $1,100. A motion was made by Mel and a second by Kerry to accept this proposal.
  • David made a suggestion to create a Christmas decoration committee to put up decorations at the front entrance. 4 ladies volunteered and will price up decorations to suggest a budget at the next meeting.
  • David brought to the attention of the Board and homeowners that the piece of land behind Walgreens is for sale. He made a suggestion that it might be an option to purchase this land and build a community building for Quail Valley.
  • Next meeting scheduled for November 16, 2009 at 7 p.m. This will be to attempt the Annual General Meeting for a second time where we require a quorum of 51 homeowners in order to make changes.
Motion made to adjourn by Kerry and second by Mel.

Meeting was adjourned at 8:15 p.m.
