Minutes
Meeting was called to order by David Yeager, at time 7:00 p.m.

Proof of due notice was posted by Fred Wood, at entrance and exit of Quail Valley location giving residents 48 hours notice of forthcoming meeting. Notice was also posted on the QVLOA web site.

Board members in attendance were as follows: David Yeager, John Flowers, Natalie Yancey, Sally Osteen and Kerry Postel; Chelsea Rozell Bono from EPM was also present.

Motion made by John and second by Sally to approve the June 15, 2009 minutes.

Treasurers Report was given by Chelsea Rozell Bono.
  • As of June 30, 2009
    • Checking Account $7,937.22
    • Money Market: $139,213.91
    • Accounts Receivable: $64,125.62
  • 19 homes owe 2007-2009, 3 of those are in foreclosure
  • 24 homes owe 2008-2009, 4 of those are in foreclosure
  • 64 homes owe 2009, 23 of those owe less than $144 and 9 of them are on payment plans
  • In total there are 11 homes in foreclosure in Quail Valley
  • There is one home that is owned by the bank but they are not foreclosing on it. Al Cook, our attorney, is looking into the option of the QVLOA renting out this house, which would enable us to get back the fees/dues that are owed to QVLOA. There is the liability and insurance side of things so Al Cook is going to get us all the details so that we can decide if we want to proceed with asking the bank if they are in agreement to do this.
  • 2 payment requests: *** Breezy Lake Way – have never been late, request to pay $50 per month and having it paid in full by the end of the year. Motion made by Natalie and second by John to accept the payment request. Next request for homeowner that paid his dues for 2008 in June 2008 and paid 2009 dues in January 2009. Fees of $46.70 owed from 2008, request to have them waived, motion made by John and a second by Natalie, opposed by Kerry so request denied.

    • Rent signs
    • Lawns not being mowed (11 homes in foreclosure, HOA mowing these, charge will be passed on and attempted to be claimed)
Unfinished Business
  • McDonalds opened July 14, 2009. Sun Trust due to break ground June 2010.

  • The dog waste receptacles have been ordered and deposit paid. Chelsea to get bids for installation. Deposit never received by company so a stop was placed on that check and a new deposit sent. Receptacles should arrive next week. Chelsea will email the Board with installation quotes.

  • Ground Preserve is now known as Reliance. The cutting has been sporadic due to the weather, equipment breaking and change of ownership. They are scheduled to be out this coming Wednesday, Chelsea requested that homeowners need to tell her if they see areas are not maintained by the landscaping company.

Under New Business the following topics were discussed:
  • Dave Yeager requested a new information sign to be obtained. The City changed the ordinance so that we can now have an informational sign at the entrance. Chelsea to get prices on a new sign.

  • Picnic table is not looking good. Board members to take a look and make a decision at next meeting

  • Next meeting scheduled for August 17th, 2009 at 7 p.m.
Motion made to adjourn by Natalie and second by John.

Meeting was adjourned at 7:50 p.m.
