Minutes
Meeting was called to order by David Yeager, at time 7:00 p.m.

Proof of due notice was posted by Fred Wood, at entrance and exit of Quail Valley location giving residents 48 hours notice of forthcoming meeting. Notice was also posted on the QVLOA web site.

Board members in attendance were as follows: David Yeager, John Flowers, Natalie Yancey and Kerry Postel; Chelsea Rozell from EPM was also present. Absent: Sally Osteen.

Motion made by Natalie and second by Kerry to waive approval of February minutes as minutes already approved at the March meeting. March Annual meeting minutes will be approved at the next annual meeting.

Treasurers Report was given by David Yeager.
  • As of March 31, 2009:
    • Checking Account $8,754.01
    • Money Market $130,147.22
    • Accounts Receivable $92,108.90.

  • Reminder letters were sent out to homeowners that had not paid their HOA dues by March 31, 2009. These letters included a $6 EPM reminder processing fee and interest. Interest was not supposed to be charged back to January, interest was supposed to be calculated from April 1. Rak from EPM has said that EPM will pay for postcards to be sent to homeowners informing them that the letter was incorrect. A motion was made by Natalie and second by John that the interest accrued on unpaid homeowner dues is calculated from April 1, not January 1, 2009. Another motion was made by Natalie and second by John for a postcard to be sent stating that if homeowners pay the dues by May 15 then they will not be charged interest, but they do have to pay the $6 EPM fee. Any homeowner dues paid after May 15 will accrue interest dated back to April 1, 2009.

  • Chelsea brought to our attention that if we moved our bank accounts to Colonial Bank that we would get better interest rates. A motion was made by Kerry and second by John to move the bank accounts from Wachovia to Colonial. The money market account at Colonial has an interest rate of 2.15%.

  • Payment requests:
    • Number 1: *** Gentle Breeze Drive. Homeowner had to stop the check after it had been deposited in the HOA account. The HOA incurred a $35 stop fee. Homeowner asked for this to be waived, a motion was made by Natalie and second by John to not waive this fee as the homeowner put the stop on the check. EPM waived their $7 processing fee though.
    • Number 2: *** Gentle Breeze Drive. Homeowner paid $144 and would like to pay $21 per month to clear the account – this is what they can afford. A motion was made by John and a second by Kerry to approve this payment plan.

  • 126 homes owe 2009 dues. 16 homes are ready to move forward with liens, 12 homes are in foreclosure, 15 homes sent foreclosure threat letters and 16 homes ready to get final threat letters.
Committee Reports were given as follows:
    ARB Report:
    Three requests:
    • Install fence — approved.
    • Paint house — approved.
    • Lanai enclosure — approved.

    Violation summary:
    To be completed this week.
Unfinished Business
  • McDonalds should break ground th is week.
  • Sewer — the City is still experiencing issues with the sewer. They have narrowed it down to a section in Quail Valley.
  • Research is still being done on the idea of creating a RV/boat parking area in the back of the subdivision. Suggestion made to make this area into a playground for the kids where they would have more room to play.
Under New Business the following topics were discussed:
  • Community Yard Sale scheduled for September 26, 2009.

  • The park needs maintenance work. Quotes were obtained but more breakdown pricing is being requested. David asked people to come back next month with ideas for the park area.

  • David requested quotes for getting the retention ponds disked. They need doing to help with percolation but also it should deter children from playing in the retention ponds which they are not supposed to do.

  • Homeowner brought up how there is so much dog mess in the neighborhood. 2 suggestions made – get a company to come in and clean it up on a regular basis or install bins around the neighborhood for doggy mess to be placed in with a roll of bags. Chelsea to obtain quote just to see how much it might be.

  • Next meeting scheduled for May 18th, 2009 at 7 p.m.
