Minutes
Meeting was called to order by David Yeager, at time 7 p.m.

Proof of due notice was posted by Woody, at entrance and exit of Quail Valley location giving residents 48 hours notice of forthcoming meeting. Notice was also posted on the QVLOA web site.

Board members in attendance were as follows: David Yeager, Sally Osteen, Natalie Yancey, Kerry Postel and Shawn Jones.

Minutes of the April 21, 2008 monthly Board of Directors meeting were approved by the Board, a motion was made by Natalie and seconded by Sally and then unanimously agreed by the Board.

Treasurers Report was given by David Yeager.
  • Reported that the bank balance as at April 30, 2008 was in the operating account $10,799.34, and the balance of $91,017.90 in the money market account. Accounts receivable $60,904.02.
  • Past due — 73 homeowners in arrears for 2008, 14% of homeowners.
  • Motion made by Shawn and seconded by Natalie to send out letters to those in arrears to proceed to the next step of collection at a cost of approx. $1,861.50. Motion made by Shawn and seconded by Natalie.
  • Special request made by homeowner who owes $1,117.64. They paid $100 to Albert Cook (EPM to request money to be paid to QVLOA), set up a payment schedule of $200 per month until the debt is paid off. Motion to accept with confirmation that the homeowner agreed to this made by Shawn and seconded by Natalie.
Committee Reports were given as follows:

ARB Report:

6 requests: Screen room, painting and fences; all approved except 1 fence request.

Violation summary:
  • Drive through scheduled for May 21, 2008.

  • A request was made for a home on Gentle Breeze Drive to be inspected during the drive through.

  • Main issues are paint fading on side of homes, 2 homes continue to park boats on the driveways.

  • Request for letter to be sent to 331 Gentle Breeze Drive for rubbish and debris being kept on side of house in overflowing trash cans.

  • Request for propane tank to be looked at — 149 Gentle Breeze Drive. EPM to confirm a letter was sent.

  • Kerry made a request to have the wording changed on the letter and for clarification as to when a previous violation becomes a new violation. Motion made by Natalie and seconded by Kerry to insert wording to disregard this letter if the violation had already been resolved. To add that if this is a recurring problem then to call EPM or a Board member to discuss. Suggestion made as well that when a violation requires money to be spent to correct that we give homeowners time to do this, communication is the key. Kerry to send email to give details to EPM. It was agreed that if a violation letter was sent and the violation was corrected when checked at the next drive through that violation is then closed. If the same violation comes up again, it becomes a first offence again.

  • Note: Rak or another licensed agent needs to conduct the drive through after Karen leaves.
Unfinished Business
  • Walgreen's update: Construction has started on the new Walgreen's. Concrete pour scheduled for May 20.

  • Discussion regarding who should maintain the south side — it was decided to wait and see how the planning process goes and that we should request the same as Walgreen's.

  • Clarification needed from the City of Minneola in regard to garage conversions. There are a number of these in Quail Valley and this is forcing people to park their cars where they are not allowed.

  • The street sign is still missing at Breezy Lake and Gentle Breeze – David to remind them again.

  • Path has been constructed at Tranquility and Gentle Breeze Drive.

  • Driveways — white driveway on La Costa will fade in time. EPM are looking into the gray driveway to see where we stand legally and what the next step needs to be. EPM looking into creating a fining system to help enforce the rules of the QVLOA. They are checking to see what we are allowed to fine legally.

  • Palm trees at the entrance — Ground Preserve were asked to look after these trees as they do not have a lot of other work to do at the entrance at the moment due to the construction of Walgreens. If they are not prepared to do this then we will consider putting the contract out to bid again. UPDATE: these trees still have not been trimmed, EPM to follow up again with Ground Preserve to make sure that this is done asap.

  • Lights at the playground confirmed to be working – 8 p.m.-10 p.m.

  • The PO Box is hardly being used now as mail is being sent direct to EPM, it was agreed to not renew this as all mail needs to go direct to EPM.
Under New Business the following topics were discussed:
  • Karen Swingle has resigned from EPM – her last day will be May 23. Our new contact is Chelsea Rozell and Rak Sharma is of course available until Chelsea gets her license.

  • Request for EPM to update the address on the ARB forms as it shows the PO Box address.

  • No trespassing sign to be replaced at Trade Winds and Tranquility. Motion made by Natalie and seconded by Sally.

  • Meeting for next HOA June 19, 2008 at 7pm.

  • Discussion regarding the cost of the irrigation water meter from the City of Minneola. David to bring it up at the City Council meeting to request the City Manager to look for another water meter that would not cost so much.

Natalie made a motion to adjourn meeting. Shawn 2nd the motion. All Board members voted in favor; meeting was adjourned at 8:05 p.m.
