The Meeting was called to order by President Matt Earnest at 7:00 PM.

It was stated that notification has been made and that there was a quorum present with the following Board members in attendance:
  • Matt Earnest
  • Nancy Jackson
  • Francine Scocca
  • Fred Wood
  • David Yeager — arrived late
A Motion was made to approve the minutes from last month by Fred Wood and seconded by Francine Scocca.

It was stated that the Comments Section of the Agenda be moved to the end of this meeting.

A lengthy discussion was made regarding the City of Minneola and Banyan regarding the Waste Water Treatment Plant. Everyone was provided a copy of the Developers Agreement. Matt stated that the Agreement was withdrawn but that we have not received notification of same.

QVLOA received notification from General Utilities that the gates at the WWTP had been cut and people had entered and removed parts (control panels of pumps) under the direction of the City of Minneola. Matt stated that this was done without our permission.

Mark O’Dell with the City of Minneola attended the meeting and spoke regarding the City’s position on the WWTP. He did state that they directed someone to go down there and remove the panels as they need to be rebuilt prior to the upcoming change over with the City of Minneola. At this meeting Mark O’Dell stated that the change over of these parts would be at no cost to QVLOA.

A lengthy discussion was held by Matt Earnest regarding the WWTP and the City of Minneola’s agreement. It was discussed paragraph by paragraph with the homeowners in attendance.

The matter at hand was that a vote had to be taken on whether we would allow the parts to be taken or if they needed to be restored to their original state. The following are the results of that vote:
  • Fred Wood – move forward
  • Francine Scocca – return it to its original state
  • David Yeager – abstain – no vote
  • Nancy Jackson – return it to its original state
  • Matt Earnest – return it to its original state
Matt will inform the people that took the equipment that it needed to be replaced the next day.

Ms. Jean LaRosa (“Rosie”) at (352) 432-2068 was introduced as the person who will be taking over the Crime Watch duties. She resides at 601 Willow Run in Quail Valley. She spoke at length regarding block captains and that she would like everyone to participate in this program. She also stated that she does not want any phone calls after 900 PM.

A Motion for adjournment was made by Nancy Jackson and seconded by Francine Scocca.

The Meeting was adjourned.
