The meeting was called to order by President Matt Earnest at 7:00 PM.

Approximately 20 homeowners were in attendance.

It was stated that Mr. Rowe, our CPA, was scheduled to be at this meeting but could not attend due to a medical emergency.

Mrs. Jean Gibson mentioned that her name was spelled incorrectly in last month’s minutes and questioned Jennifer Bode being listed on the last month’s minutes as a member of the ARC Committee. I apologized to Mrs. Gibson about the spelling of her name and also mentioned that Jennifer Bode had resigned after the meeting.

A motion was made by Nancy Jackson to accept the minutes as written. It was seconded by David Yeager and Fred Wood.

Matt Earnest mentioned that if a homeowner finds sand in their water to get a plumber immediately. The sand will not go away and needs to be repaired.

It was noted that a quorum of the Board of Directors was present with Matt Earnest, Nancy Jackson, David Yeager, Fred Wood and Francine Scocca in attendance.

A Presidents report was given by Matt Earnest.
  • We have made an agreement with Wachovia to open a “sweep” type account that moves money as it is needed.

  • Matt mentioned that we need to look at other banks as the FDIC only insures up to $100,000. Francine Scocca and Fred Wood are looking into another bank.

  • Matt stated that QVLOA gave a contribution of $135.00 to the Salvation Army to help two (2) needy families in Minneola.

  • Matt stated there was an accident at the entrance to Quail Valley on Christmas Eve. A tree and landscaping was lost at a cost of $4,000.00 The oak tree value unplanted is $1,600.00. The $4,000. may be used to put plants, trees, shrubs, etc., at the park.

  • Matt stated that the dock/pier has been taken down.

  • Matt stated that there were 2 broken sprinkler heads at the entry and two (2) on Magellan Circle. It is unknown why the sprinkler heads on Magellan had broken. All 4 sprinkler heads have been replaced.

  • There was debris left behind at the pumping station on Trade Wind. It has been cleaned up. It was mentioned by Matt to please not put anything down the toilet, such as pampers.

  • Matt mentioned that our bill was $7,000 to pump the septic system for the month of December.

  • There was a special Board Meeting held on Saturday, January 6, 2007 at the home of Matt Earnest to discuss the Waste Water Treatment Plant. February 1, 2007 is the new date for the City of Minneola to take over the Waste Water Treatment Plant.

  • A financial report was given. There is roughly $140,000 in the bank at this time. Matt Earnest stated there are about 20 homes that have still not paid their dues for 2006.

  • Procedures for reporting and for levying fines for covenant and/or rule violators were discussed. This would be added to our rules. The Fining Committee makes the recommendations for each fine. The Fining Committee is looking for volunteers.

  • A motion was made by Fred Wood to accept the Procedures for Reporting and for Levying Fines. It was seconded by Francine Scocca. Vote was unanimous.

  • Matt Earnest stated that Mr. Rowe’s fee is $1,000. per month.

NEW BUSINESS:
  • The Park: A resident questioned putting plants in to block the entry to keep vehicles from getting to the lake. Someone has been driving their vehicle over the grass and parking it down by the lake. The possibility of a fence was mentioned as a safety precaution around the park. Putting a hedge at the park was also discussed.

  • Park Committee: It was mentioned that we could possibly have a Park Day where everyone could go to the park and help plant the new plants.

  • A motion was made by Nancy Jackson and seconded by David Yeager to have a Park Day where everyone would go to the park. It was also discussed by David Yeager to do an entire project.

  • A motion was made by David Yeager and seconded by Nancy Jackson to make our park a proper park. This would include irrigation, lights, signage, plants, and landscaping.

  • In discussion it was mentioned by David Yeager that he has a trailer at his place of business that could be used for mulch, etc.

    The vote was unanimous.

  • Discussion was made by Jeff Luck to install a fence in front of the park.

  • New Rules: Francine Scocca and Fred Wood will be on the Vehicle Control Committee with Jeff Luck.

  • Lawns: David Yeager stated that the integrity of the neighborhood is in the hands of Quail Valley LOA and not the City of Minneola. A discussion was held with all in attendance regarding cutting the grass. It was stated that if someone did not cut the grass, QVLOA could hire someone to cut their grass. This would be an expense of the board and would be lienable. Jeff Luck volunteered for this project.

  • The June meeting of QVLOA will start the budget for 2008.

  • Francine Scocca questioned how new members find out about QVLOA. A Welcome Committee will start by Mrs. Kelly with materials to be handed out. Francine Scocca will join that committee.

  • It was mentioned by Matt Earnest that we receive $60.00 from the title company every time a home is resold as a fee for making sure the dues are paid up to date for someone moving out of Quail Valley.

  • A resident questioned whether the password is deleted from the web site when a homeowner changes.

The meeting was adjourned at 9:30 PM.
